Mobile networks in Andorra

Andorra has no independent telecoms regulator separate from its operator. Andorra Telecom, a state-owned company created under Law 33/2014 of 27 November 2014, is both the country's only mobile network operator and, in practice, the body that reviews spectrum proposals — these go straight to the competent ministry rather than to a separate authority. Resellers (MVNOs) do exist on Andorra Telecom's own network, but there is no second physical network.

Andorra and the EU: what your bundle does and doesn't cover

Andorra is neither an EU nor an EEA member. The EU's own External Action Service describes the relationship as a customs union covering goods only, with a broader Association Agreement under negotiation since 2015 but not yet concluded — Andorra does not appear on the EU's own list of territories where 'roam like at home' rules apply. What that means in practice depends heavily on the operator. Proximus places Andorra on its free 'EU Zone', alongside the real EU member states, Iceland, Norway and Gibraltar. KPN does the same on its own EU-rate list. Telenet, by contrast, explicitly names Andorra among the countries 'outside the EU tariff zone', together with Switzerland and Monaco; BASE names it explicitly as excluded from its EU zone; and Odido deliberately places Andorra in its own, pricier 'Zone 1' rate, explaining that Switzerland, Andorra and Monaco have 'their own, more expensive rates'. Orange Belgium only covers Andorra through its broader, paid World Plus Pass, not its regular bundle. The same destination gets opposite answers depending on which Belgian or Dutch operator you ask — reason enough to check your own before you go.

5G in Andorra: a network still being built out

Per Andorran press reporting from 7 January 2026, Andorra Telecom's 5G network reaches 91% of the population, with speeds of up to 2.5 Gbps, spread across 44 sites including Encamp, Anyós, La Massana, Arinsal, Santa Coloma, Grau Roig, Pas de la Casa, Canillo and Soldeu. The rollout ran from June to autumn 2025; Andorra Telecom's director general, Jordi Nadal, notes that network capacity has grown 25 times over since 2009, and the company aims to finish the 5G core network entirely in 2026. Anyone planning to activate an Andorra Telecom SIM or eSIM locally should also expect a registration step: its prepaid mobile terms require a passport or ID document, with a minimum age of 16.

Frequently asked questions

Does my Belgian or Dutch bundle work in Andorra?+

It depends on your operator. Legally, Andorra sits outside the EU's roaming rules: it's neither an EU nor an EEA member, and its only relationship with the EU is a customs union covering goods. Belgian and Dutch operators, however, treat it very differently from each other. Proximus and KPN both place Andorra on their own free EU-rate list, checked 14 October 2026. Telenet, BASE and Odido explicitly exclude it instead, charging their pricier non-EU rate. Orange Belgium only covers Andorra through its paid World Plus Pass. Check your own operator's zone list before you travel.

Is there 5G in Andorra?+

Yes, and the rollout is already well advanced. Per Andorran press reporting from 7 January 2026, Andorra Telecom's 5G network reaches 91% of the population, with speeds of up to 2.5 Gbps across 44 sites, including Encamp, La Massana, Pas de la Casa and Canillo. The rollout ran from June to autumn 2025, and Andorra Telecom is aiming to finish the 5G core network in 2026. That figure is population coverage for 5G specifically — not the whole territory, and not 4G.

Who runs the mobile network in Andorra?+

One company: Andorra Telecom, a state-owned enterprise that has held the exclusive right to provide Andorra's public telecoms service since Law 33/2014. There's no independent regulator separate from the government or the operator itself — spectrum proposals go straight to the competent ministry. Andorra Telecom is, in effect, both the only provider and the body overseeing its own sector.

Do I need ID for a SIM card in Andorra?+

At Andorra Telecom itself, yes. Its own prepaid mobile terms require you to prove your identity with a passport or equivalent ID document to use the service, with a minimum age of 16; for a minor, a parent or legal guardian has to take out the SIM under their own name. This applies to Andorra Telecom's own prepaid offer, including the tourist eSIM product it sells.

Does my phone support eSIM?+

Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.

When should I activate my Andorra eSIM?+

Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Andorra, so your plan starts at the right time.

How do I receive my eSIM?+

Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.

Can I top up my plan?+

Yes, simply buy a new Andorra eSIM plan when your data or validity runs out.
