Mobile internet, 4G and 5G in Azerbaijan
Azerbaijan has three mobile operators: Azercell, Bakcell and Nar. Azercell and Bakcell switched on their LTE networks back in 2013, and 4G is now deployed nationwide — from Baku to Ganja, Sumgait, Mingachevir, Shaki and Lankaran. That 4G network is what you will be on in practice: 5G does exist, but only as a pilot project in a handful of zones.
For navigation, WhatsApp, sharing maps and photos or booking a ride, that makes no difference. If you are coming for work and counting on a 5G connection, be aware you will not find one outside those test zones.
5G in Azerbaijan: pilot zones in Baku and Sumgait
Azercell switched on the country's first 5G network in central Baku. Bakcell ran 5G in test mode at a handful of locations in the same city — Fountain Square, Khagani Garden and Deniz Mall — and Nar introduced 5G in Sumgait, the first place outside the capital. It goes no further for now: as of mid-2026 Azercell's own site still described 5G as coming soon, and no spectrum auction had been completed. Azerbaijan is not a 5G country, then, but a 4G country with a few 5G zones.
Roaming in Azerbaijan without an eSIM
Azerbaijan is outside the EU and the EEA, so it is not part of the 'Roam Like at Home' area — that covers the 27 EU member states plus Iceland, Liechtenstein and Norway, and since 1 January 2026 Moldova and Ukraine as well. Your Belgian or Dutch bundle therefore stops at the border: data used on an Azerbaijani network is billed at your own operator's roaming tariff, out of bundle and without the EU price caps. Ask what that costs before you travel — the European Commission gives travellers the same advice.
