Mobile internet, 4G and 5G in Benin
Benin has three mobile operators, and the market is genuinely in flux. Alongside Spacetel Bénin (the MTN Group subsidiary, trading as MTN Bénin) and Moov Africa Bénin, there is Celtiis Bénin, a newer entrant that only launched commercially in October 2022, backed by state-linked funding and operationally managed by regional telecoms group Sonatel. Per figures from regulator ARCEP Bénin, reported by press, the country had 10,624,169 active mobile subscriptions at 30 September 2025, down from 11.72 million a year earlier. Spacetel/MTN Bénin held 4,511,696 subscriptions (well down from 6,265,262 a year earlier), Moov Africa Bénin 2,593,221, and Celtiis 3,519,252 subscriptions, up from 2,289,253 a year earlier — making it the fastest-growing of the three and now ahead of Moov. For context: in mid-2023 MTN Bénin still held 59.35% of the market and Moov 35.28% — so Celtiis's rise to the country's second-largest operator played out in under three years.
For 4G and 5G, ARCEP Bénin itself publishes no current national coverage percentage. What is clear is that 5G build-out has real momentum: MTN Bénin launched commercial 5G offers as early as November 2024, and Moov Africa Bénin followed on 24 April 2026, with over 230 5G sites including Cotonou, Abomey-Calavi, Porto-Novo and Ouidah in the south, and Parakou, Nikki and Kandi in the north. Celtiis says it is preparing for 5G, but no launch date is confirmed. This is site and city data, not a coverage percentage — we do not convert it into one.
Roaming in Benin without an eSIM
Benin is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine — Benin is not among them. Your Belgian or Dutch bundle therefore stays behind: your operator bills every megabyte at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff with your provider before you go.
Buying a local SIM in Benin
The legal basis for SIM registration in Benin is Decree No 273 (the identification obligation), together with a 2022 ARCEP identification document — both available only as scanned PDFs with no readable text, so we quote no article number. Press coverage does describe operators being required to identify every subscriber at the point of sale with an original, valid identity document, including a national ID card for ECOWAS/CEDEAO nationals, a passport, a consular card, or 'any other identification document recognised in Benin.'
The safe, usable fact: a passport is described as an accepted identity document for SIM registration in Benin, including for a foreign visitor. Because the original decree text was not readable this round, we quote no specific article number and do not invent a biometric procedure the way we do for Rwanda or Guinea. Cotonou's airport, Cadjehoun Airport (also known as Cardinal Bernardin Gantin International Airport), is named here only as a landmark: no source confirms a tourist SIM sold by MTN, Moov or Celtiis on site. For anyone who would rather avoid it altogether: the Ariya eSIM asks for no document at all and is already active before departure.
Frequently asked questions
Which mobile networks operate in Benin?+
Three operators: Spacetel Bénin (the MTN Group subsidiary, trading as MTN Bénin), Moov Africa Bénin, and Celtiis Bénin, a newer entrant (commercial launch October 2022) with state-linked backing, operationally managed by the West African telecoms group Sonatel.
Is there 4G and 5G in Benin?+
MTN Bénin launched commercial 5G offers as early as November 2024. Moov Africa Bénin followed on 24 April 2026, with over 230 5G sites, including Cotonou, Abomey-Calavi, Porto-Novo, Ouidah, Parakou, Nikki and Kandi. Celtiis says it is preparing for 5G, with no confirmed launch date. No current national 4G/5G coverage percentage published by ARCEP Bénin itself was found.
Does my Belgian or Dutch plan work in Benin?+
No. Benin sits outside the EU and EEA 'Roam Like at Home' area. Your operator bills Beninese data at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff before you fly.
What do I need to buy a local SIM in Benin?+
Press coverage (the underlying decrees are unreadable scans) describes a passport as an accepted identity document for SIM registration in Benin, including for a foreign visitor — we cannot confirm a specific article number or a biometric procedure.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Benin eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Benin, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Benin eSIM plan when your data or validity runs out.
