Mobile internet, 4G and 5G in Burundi
Burundi has three mobile operators: Econet Leo, Lumitel (Viettel's local brand) and Onatel, confirmed on regulator ARCT's own site. Its most recent readable market data dates from the first quarter of 2025: mobile penetration reached 72.25%, up from 60.98% the quarter before. Mobile internet counted 3,321,920 subscriptions, a penetration of 26.01% (up from 23.36% the quarter before), and mobile money 2,645,098 subscriptions, a penetration of 21.45%.
ARCT does not publish a national 4G or 5G coverage percentage. The regulator did launch, on 10 February 2025, its own DQoS mapping platform, meant to show network availability, coverage and performance by commune — but that is an interactive map, not a published percentage, and we quote no figure from it. On 5G, no confirmed commercial launch was found: the most recent dated comment, from Econet Leo in mid-2023, said the operator did not yet see Burundi as ready for 5G and was focused instead on upgrading 3G and expanding 4G. Plan on 4G as the baseline for now.
Roaming in Burundi without an eSIM
Burundi is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine — Burundi is not among them. Your Belgian or Dutch bundle therefore stays behind: your operator bills every megabyte at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff with your provider before you go.
SIM cards and registration in Burundi
Burundi is in the middle of a highly visible SIM-registration campaign. Its legal basis is a ministerial ordinance (No 540/906/2026 of 13 January 2026) on the modalities of SIM card registration and use. An initial phase, reported 5 June 2026, accepted only the national identity card, with a compliance deadline of 25 June 2026 and deactivation threatened for non-compliant lines. By early July 2026 ARCT itself said a valid passport or a refugee card were also accepted, that the deadline had been pushed back with no new date yet fixed, and that registration remained free of charge. At that stage of the coverage, the operators named were Econet Leo and Lumitel; Onatel was not mentioned in that particular article.
What this coverage does not establish is a separate procedure for a visitor buying a brand-new SIM for the first time — every source obtained concerns existing subscribers being asked to re-register. Whether a tourist with only a passport can register a new SIM, whether biometrics are taken, or whether there is a simplified visitor path, none of that is confirmed. The one safe fact: ARCT itself names a passport as an accepted identity document within Burundi's identification regime generally. Bujumbura's airport, Melchior Ndadaye International Airport (long known as Bujumbura International Airport), is named here only as a landmark: no source confirms a tourist SIM sold by Lumitel or Econet on site. With the Ariya eSIM there is no counter, no deadline and no re-registration campaign to track — it is ready before you even leave.
Frequently asked questions
Which mobile networks operate in Burundi?+
Three operators: Econet Leo, Lumitel (Viettel's local brand) and Onatel, confirmed on regulator ARCT's own site. The Ariya eSIM connects to a local network — there is no operator for you to choose.
Is there 4G and 5G in Burundi?+
Mobile internet penetration reached 26.01% in the first quarter of 2025 per ARCT, up from 23.36% the quarter before. No national coverage percentage is published; ARCT's DQoS mapping platform exists but is a map tool, not a published figure. No confirmed commercial 5G launch was found: as of mid-2023 Econet Leo said it did not see Burundi as ready for 5G and was focused on upgrading 3G and expanding 4G instead. Plan for 4G as the baseline.
Does my Belgian or Dutch plan work in Burundi?+
No. Burundi sits outside the EU and EEA 'Roam Like at Home' area. Your operator bills Burundian data at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff before you fly.
Do I need to register to buy a local SIM in Burundi?+
ARCT is running a live re-registration campaign for existing subscribers (a ministerial ordinance from January 2026), accepting a national ID card, passport or refugee card, with a deadline that has already been pushed back once. For a visitor buying a brand-new SIM for the first time, no specific procedure has been confirmed — only that a passport is generally accepted as an identity document.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Burundi eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Burundi, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Burundi eSIM plan when your data or validity runs out.
