Mobile networks in Cambodia

The regulator is the Telecommunication Regulator of Cambodia (TRC), but it proved unreachable on every path tried, including its own homepage and news page. The facts below are therefore sourced to the Ministry of Post and Telecommunications (MPTC) itself, via named officials and press releases. Six mobile operators are active, three of which handle roughly 90% of users between them: Cellcard (CamGSM), Smart (Smart Axiata) and Metfone (Viettel Cambodia). The three smaller licensees are Seatel, Cootel and qb.

4G and 5G in Cambodia

Cambodia's Minister of Post and Telecommunications, Chea Vandeth, announced at the Digital Government Forum on 5 December 2025 that 4G coverage now reaches 94.7% of the population. On 5G, the ministry went further: a press release dated 31 December 2025 announced that users would get access from 00:01 on 1 January 2026, with Phnom Penh plus parts of fourteen other provinces as the first coverage area — including Siem Reap, Kandal, Svay Rieng, Kampong Speu, Takeo, Kampong Cham, Kampong Thom, Prey Veng, Kratie, Kampong Chhnang, Pursat, Preah Sihanouk, Stung Treng and Kampot. Cellcard, Metfone and Smart are all three named as 5G launch partners. At the time of writing, this 5G rollout is therefore still relatively new and phased — not nationwide from day one.

SIM and eSIM registration in Cambodia

An inter-ministerial circular, No. 001 of 28 February 2012 ('on Telecommunication Services and Business Management'), requires every operator, branch and reseller to have each subscriber complete a registration form. Cambodian nationals use their Khmer identification card for this; for foreigners, the text names the requirement directly: a foreigner who wants to subscribe to a phone number must present a passport with a valid visa. This applies to a local Cambodian SIM — not to roaming on your own Belgian or Dutch number.

Frequently asked questions

Does my Belgian or Dutch bundle work in Cambodia?+

No, not at domestic or EU rates: Cambodia sits outside the EU's 'roam like at home' rules, like any destination outside the EU, EEA, Moldova and Ukraine. Expect roaming charges through your own operator, or arrange your connectivity in advance with an eSIM.

Is the mobile network any good in Cambodia?+

Better than you might expect. Cambodia's Minister of Post and Telecommunications, Chea Vandeth, announced at the Digital Government Forum on 5 December 2025 that 4G now covers 94.7% of the population. On 5G, the ministry went further: a press release dated 31 December 2025 announced that users would get access from 00:01 on 1 January 2026, with Phnom Penh and parts of fourteen other provinces as the first coverage area, including Siem Reap, Kampong Cham and Kratie. So this is a phased rollout, not nationwide coverage from day one.

Which mobile operators exist in Cambodia?+

Six in total, three of which handle roughly 90% of users between them: Cellcard (CamGSM), Smart (Smart Axiata) and Metfone (Viettel Cambodia). The remaining three — Seatel, Cootel and qb — cover a smaller slice of the market. All three major operators are named as 5G launch partners.

Do I need to register for a SIM card in Cambodia?+

For a local Cambodian SIM, yes. A 2012 inter-ministerial circular ('on Telecommunication Services and Business Management', No. 001 of 28 February 2012) requires every operator, branch and reseller to have each subscriber complete a registration form at purchase. For foreigners specifically, the text names the requirement directly: a foreigner who wants to subscribe to a phone number must present a passport with a valid visa.

Does my phone support eSIM?+

Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.

When should I activate my Cambodia eSIM?+

Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Cambodia, so your plan starts at the right time.

How do I receive my eSIM?+

Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.

Can I top up my plan?+

Yes, simply buy a new Cambodia eSIM plan when your data or validity runs out.
