Cape Verde has two mobile operators: Unitel T+ and Alou. Both put 4G in the window — Unitel T+ with its 4G packages, Alou with help pages explaining what 4G is and how to configure it on a handset. 5G appears at neither, not even on Unitel T+'s own coverage page, so build your stay around 4G. That coverage checker also replies, for some addresses, that the operator is not there yet: coverage across the islands is not uniform, and nobody publishes an island-by-island breakdown.
Roaming in Cape Verde without an eSIM
Cape Verde is outside the EU and outside the EEA. That catches travellers out, because the ties to Portugal are close and many people assume their EU bundle travels with them. It does not: 'Roam Like at Home' covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine. Your operator therefore bills Cape Verdean data at its own out-of-bundle roaming tariff, without the EU price caps that apply inside the zone.
