Who is this Croatia eSIM for?
With a Belgian or Dutch SIM card your plan simply works in Croatia: the country sits inside the European roaming area. This eSIM is for those who cannot rely on that. First, travellers on a non-EU SIM card — family from Bosnia and Herzegovina, Serbia, Turkey, the United Kingdom or North America — who pay their home operator's full international roaming rate. Second, seasonal workers and long stayers: living and working on the Croatian coast for months falls outside what the European arrangement is meant to cover.

Croatia is in good shape on basic coverage. According to the European Commission, 5G reached 97.78% of households in 2025 — above the EU average of 96.79% — and 93.93% in sparsely populated areas.
The difference is in capacity. The 3.4–3.8 GHz band, the one that delivers high speeds, covers 66.58% of households against an EU average of 74.75%, and only 13.35% in sparsely populated areas against 33.71%. The Commission's own summary is that Croatia's challenge is no longer aggregate rollout, but the territorial depth and quality of that deployment in the least commercially attractive areas. In practice: outside the cities you have a connection, just not the fastest variant everywhere. Take-up follows the same line — 45.36% of people in Croatia had a 5G SIM in 2025, against 55.55% across the EU.
Your Belgian or Dutch plan in Croatia
Croatia is in the EU, so 'Roam Like at Home' applies: calls, texts and browsing come out of your own plan at your domestic rate. Two exceptions are written into the rules.
The first is the fair-use limit on data. On a very cheap or unlimited plan your operator may cap what you use abroad; that cap is tied to your monthly price, and they must tell you about it in advance and alert you once you reach it. The second covers long stays: over a period of at least four months, your operator may test whether you spend more time outside your own country than in it and use more abroad than domestically.
