Mobile internet, 4G and 5G in Hong Kong
Hong Kong has four mobile operators: HKT, 3 Hong Kong (Hutchison), China Mobile Hong Kong and SmarTone. All four launched 5G from April 2020. One coverage figure is findable, and it earns its footnote straight away: 3 Hong Kong's CEO Kenny Koo spoke in October 2020 of 5G coverage of 99%. That is one operator's statement about its own network, with no indication of whether it means population or territory, and it is six years old.
A coverage figure from the regulator covering all of Hong Kong could not be obtained — its statistics pages were unreachable for us. So we put no territory-wide percentage on this page. What is certain is the shape of the place: Hong Kong is dense and urban, with four networks side by side, and coverage is rarely the story here. Cost is.
Roaming in Hong Kong without an eSIM
Hong Kong is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine, and Hong Kong is not among them. Your operator therefore bills Hong Kong data at its own out-of-bundle roaming tariff, without the EU price caps that apply inside the zone. That is the real cost here: not weak coverage, but a meter that starts the moment your phone registers on landing — and it keeps running on a two-day stopover just as happily. The European Commission advises checking that tariff with your provider first.
Hong Kong runs its own telecoms regime — and is phasing out 3G
Hong Kong has its own regulator, the Communications Authority, and its own set of licensees; even China Mobile Hong Kong is a separate Hong Kong operator there. What our China page says therefore does not carry over automatically. One thing we will not add to it: we obtained no confirmation from any government or regulatory source about whether the mainland's internet restrictions apply in Hong Kong. A travel advisory that says nothing about it is not a source, so we draw no conclusion from that silence, in either direction.
What is on the record is the 3G wind-down. The Communications Authority granted consent to SmarTone to cease its 3G services, with cessation on 9 October 2026, and describes that as part of a phased shutdown of 3G mobile networks by individual operators. The same release says a very low proportion of customers is affected, and that SmarTone must offer reasonable service termination arrangements, sufficient advance notification and customer service support. It names only SmarTone, so we will not write that Hong Kong has finished with 3G. For a traveller the practical conclusion is simple: bring a handset that can do 4G or 5G.
