Mobile internet, 4G and 5G in Indonesia
Indonesia has three mobile operators: Telkomsel, Indosat Ooredoo Hutchison and XLSmart, which holds the XL, XL Prioritas, XL SATU, Smartfren and Axis brands. 5G arrived in 2021 but has stayed a city technology. Telkomsel started in May 2021 across six residential areas of Jakarta and parts of eight other cities; Indosat Ooredoo followed a month later in Solo, with Jakarta, Surabaya and Makassar lined up next. In September 2026 Telkomsel said it was optimising the 700 MHz and 2.6 GHz bands for a broader network. Step outside those pockets of city and 4G carries the trip.
Roaming in Indonesia without an eSIM
Indonesia is outside the EU and the EEA, so it is not part of 'Roam Like at Home' — that area covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine, and Indonesia is not among them. Your Belgian or Dutch bundle does not board the plane with you: your operator bills every megabyte at its own out-of-bundle roaming tariff, and the EU price caps that apply inside the zone do nothing here. The European Commission's own advice is to check what data costs with your provider before you travel.
Bringing your handset to Indonesia: IMEI registration
Indonesia tracks handsets by their IMEI number. Customs (Bea Cukai) runs a separate regime for telecommunications equipment brought in from abroad, with its own declaration form and import charges on registered devices. What applies to a visitor using international roaming or a foreign-issued SIM appears nowhere on those pages, and the ministry publishes no English explanation of it. So we will not tell you that an eSIM exempts you from registration.
