Mobile networks in Iraq: federal Iraq and the Kurdistan Region regulated separately
Iraq has two separate telecom regulators. The Communications and Media Commission (CMC) is the regulator for federal Iraq — press reporting describes it as 'an independent authority that is not associated to any other governmental entity' under the Iraqi Constitution. In the Kurdistan Region (KRI), telecoms fall under a separate framework, regulated by the Kurdistan Regional Government's Ministry of Transport and Communications. Established mobile operators in federal Iraq include Zain Iraq and Asiacell.
4G in Iraq: performance by operator, no national percentage
No national coverage percentage for 4G or 5G in Iraq has been published: regulator CMC's website proved unreachable on every path tried during our research, and no substitute regulatory source could be found. What does exist is independent measurement: Opensignal's January 2025 report placed Asiacell ahead on '4G Availability' — its measure of how often a 4G-capable device actually has a 4G signal, not a population or territory coverage percentage — with a score of 86%. Zain Iraq also offers 4.5G LTE services.
Trade-press reporting is honest about the state of play: operators have struggled to develop LTE services, partly because of infrastructure damage; outside the main urban centres LTE availability remains very low, leaving little chance of 5G arriving in the short term. We therefore quote no 5G launch and no national coverage figure for Iraq — neither exists in the sources we were able to consult.
Roaming in Iraq without an eSIM
Iraq is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, and, since 1 January 2026, Moldova and Ukraine; Iraq is not among them. Your Belgian or Dutch bundle therefore stays behind: your operator bills every megabyte at its own out-of-bundle roaming tariff, without the EU price caps that apply inside the zone. The European Commission advises checking that tariff with your provider before you go.
Frequently asked questions
Which mobile networks operate in Iraq?+
Established operators in federal Iraq include Zain Iraq and Asiacell. Iraq also has two separate telecom regulators: the Communications and Media Commission (CMC) oversees federal Iraq, while telecoms in the Kurdistan Region (KRI) fall under a separate framework, regulated by the Kurdistan Regional Government's Ministry of Transport and Communications. The Ariya eSIM connects to a local network — there is no operator for you to choose.
Is there 4G and 5G in Iraq?+
4G is present but unevenly spread, and no national coverage percentage has been published — regulator CMC's website proved unreachable during our research. Independent Opensignal measurements (January 2025) place Asiacell ahead on '4G Availability', its measure of how often a 4G-capable device actually has a 4G signal, with a score of 86%. Zain Iraq also offers 4.5G LTE services. 5G is not yet on the table: trade-press reporting states that operators have struggled to develop LTE services, partly due to infrastructure damage, that LTE availability remains very low outside the main urban centres, and that there is consequently little chance of 5G arriving in the short term.
Does my Belgian or Dutch plan work in Iraq?+
No. Iraq sits outside the EU and EEA 'Roam Like at Home' area, so your domestic bundle does not travel with you. Your operator bills Iraqi data at its own out-of-bundle roaming tariff, without the EU price caps. Ask what that costs before you fly — the European Commission gives travellers the same advice.
Why does Iraq have two telecom regulators?+
Because federal Iraq and the Kurdistan Region regulate telecoms separately. The Communications and Media Commission (CMC) is the regulator for federal Iraq; in the Kurdistan Region, that responsibility sits with the Kurdistan Regional Government's Ministry of Transport and Communications, under its own framework. For a traveller this changes little about how an eSIM works, but it explains why coverage or regulatory figures for Iraq are not always available on a single nationwide basis.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Iraq eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Iraq, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Iraq eSIM plan when your data or validity runs out.
