Mobile networks in Kazakhstan
Three operator groups are present: Beeline Kazakhstan (KaR-Tel, part of VEON), Kcell (part of the Kazakhtelecom Group) and Tele2-Altel, a merged entity. The overseeing ministry has itself been renamed: reporting from June 2024 names the Ministry of Digital Development, Innovation and Aerospace Industry, under then-minister Zhaslan Madiev, while reporting from January 2026 refers to the Ministry of Digital Development and Artificial Intelligence, with its own Telecommunications Committee, chaired by Damir Seisembekov, alongside First Vice Minister Rostislav Konyashkin.
5G in Kazakhstan: targets not yet met
Two frequency blocks (3600-3700 and 3700-3800MHz) were auctioned on 20 December 2022; all three operator groups had already run their own 5G pilots before that round. By mid-2024, reporting counted 1,144 base stations across 20 cities, with continued expansion in Astana, Almaty, Shymkent and regional centres. In June 2024, then-minister Zhaslan Madiev, citing an instruction from the Head of State, announced that '5G should be completed before the end of 2025' — a deadline that, as of this file's research date (14 October 2026), has already passed with no source confirming whether it was met. A later, more conservative target exists alongside it: Kcell and Tele2-Altel have jointly committed to at least 7,000 base stations, aiming for 80% population coverage by the end of 2027 — a forward-looking target, not current coverage. No current, nationwide 4G or 5G coverage percentage has been published.
Device and SIM registration in Kazakhstan: three rules, not reconciled
Read all three layers before writing or assuming anything here. First, 2018: then-Minister of Information and Communications Dauren Abayev announced that devices had to be tied, via IMEI, to the owner's Kazakhstani Individual Identification Number (IIN) by 1 January 2019. Beeline Kazakhstan itself confirmed at the time that a device on roaming needed no registration, but using a Kazakhstani SIM card made registration compulsory; Kcell added that a foreigner activating a Kazakhstani SIM had to register the device (IMEI) in an office and present a passport. Second, 2025: reporting describes a tightening, effective 24 March 2025, for devices bought abroad and imported afterwards — but that source is a private immigration-consulting firm, not the government itself: plausible, not confirmed. Third, 2026: since 3 January 2026, mandatory biometric (facial-scan) identification has applied to every new SIM card, announced by First Vice Minister Rostislav Konyashkin and Telecommunications Committee chair Damir Seisembekov, with a cap of 10 SIM cards per person, applying to both individuals and businesses. None of these three sources explains exactly how the rules interact, and none confirms an exception for tourists, for roaming, or for a profile bought in advance. Check directly with your supplier rather than assuming an exemption.
Frequently asked questions
Does my Belgian or Dutch bundle work in Kazakhstan?+
No, not at domestic or EU rates: Kazakhstan sits outside the EU's 'roam like at home' rules. Expect roaming charges through your own operator, or arrange your connectivity in advance with an eSIM.
Is there 5G in Kazakhstan?+
Partly, and against a target that's already passed. Two frequency blocks (3600-3700 and 3700-3800MHz) were auctioned on 20 December 2022; all three operator groups had already run their own 5G pilots before that. By mid-2024, reporting counted 1,144 base stations across 20 cities, including Astana, Almaty and Shymkent. Then-minister Zhaslan Madiev announced in June 2024 that 5G 'should be completed before the end of 2025' — a deadline that, as of this writing, has already passed with no source confirming whether it was met. A later, more conservative target exists alongside it: Kcell and Tele2-Altel have jointly committed to at least 7,000 base stations, aiming for 80% population coverage by the end of 2027 — a forward target, not current coverage. No current, nationwide 4G or 5G coverage percentage has been published.
Which mobile operators exist in Kazakhstan?+
Three groups: Beeline Kazakhstan (KaR-Tel, part of VEON), Kcell (part of the Kazakhtelecom Group) and Tele2-Altel, a merged entity. The ministry overseeing them has itself changed name: in 2024 it was the Ministry of Digital Development, Innovation and Aerospace Industry, while reporting from January 2026 refers to the Ministry of Digital Development and Artificial Intelligence, with its own Telecommunications Committee.
Do I need to register my device or SIM in Kazakhstan?+
That's hard to answer in one line, because three separate rules from three different years exist, and no source this year has reconciled them. In 2018: roaming on your own foreign number needed no registration, but a local Kazakhstani SIM had to be tied to an IMEI registration, as Beeline and Kcell confirmed themselves at the time. Reporting from 2025 describes a tightening, effective 24 March 2025, for devices bought abroad — but that source is a private immigration-consulting firm, not the government itself: plausible, not confirmed. And since 3 January 2026, mandatory biometric (facial-scan) identification applies to every new SIM card, announced by named ministry officials, with a cap of 10 SIM cards per person. None of these sources explains exactly how the three rules interact, and none confirms an exception for tourists, for roaming, or for a profile bought in advance. Check directly with your supplier rather than assuming an exemption.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Kazakhstan eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Kazakhstan, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Kazakhstan eSIM plan when your data or validity runs out.
