Mobile networks, 4G and 5G in Kyrgyzstan
Kyrgyzstan has three mobile operators: Beeline Kyrgyzstan, whose majority stake passed from VEON to the Kyrgyz state in 2025; MEGA, rebranded from MegaCom from December 2022; and O!, the brand used by Sky Mobile. Oversight currently sits with the Service for Regulation and Supervision in Communications, under the Ministry of Digital Development — earlier reporting names the State Communications Agency in the same role, which reads as a renaming over time rather than a separate body. No regulator or operator has published a current national 4G or 5G coverage percentage. The one widely cited figure — that 95.1% of mobile connections in Kyrgyzstan are on a 'broadband'-capable (3G/4G/5G) plan — describes which plan a connection is on, not how much of the country has signal, so it shouldn't be read as a coverage figure. No confirmed commercial 5G launch by any Kyrgyz operator has been found either.
Phone (IMEI) registration in Kyrgyzstan
Kyrgyzstan has required mobile devices to be registered by their IMEI code since a hard enforcement date of 25 June 2024, following an anti-smuggling law first passed in 2021. Registration runs through the imei.kg portal, the USSD code *5656#, or, for Beeline customers, the 'Мой Beeline' app. In August 2025, the whole system was consolidated under a dedicated state operator, KMRC (the Kyrgyz Mobile Registration Center), which registers devices through more than 80 MEGA service offices nationwide and has its own access to the GSMA's global device database. On 14 October 2026, the government repealed the licensing requirement for third-party registration-service providers — but the underlying duty to register your own phone's IMEI was explicitly left unchanged by that decision.
None of the official texts found address whether a visitor roaming on a foreign SIM is covered by this registration duty. A travel eSIM profile isn't mentioned anywhere either, so we won't assume either one is included or excluded.
Roaming in Kyrgyzstan without an eSIM
Kyrgyzstan sits outside the EU and EEA 'Roam Like at Home' area, so your Belgian or Dutch bundle's home rates don't apply here — your own operator's out-of-bundle roaming tariff takes over instead. Check that tariff with your provider before you travel.
Frequently asked questions
Which mobile networks operate in Kyrgyzstan?+
Three: Beeline Kyrgyzstan, MEGA (formerly MegaCom) and O!, the brand of Sky Mobile, currently overseen by the Service for Regulation and Supervision in Communications under the Ministry of Digital Development.
Is there 4G and 5G in Kyrgyzstan?+
No regulator or operator has published a current national coverage percentage for either. The often-quoted 95.1% figure describes which plan mobile connections are on (3G/4G/5G-capable), not actual network coverage, and no Kyrgyz operator has confirmed a commercial 5G launch.
Do I need to register my phone's IMEI in Kyrgyzstan?+
Individual registration of a phone's IMEI code has been mandatory since 25 June 2024, via the imei.kg portal, the *5656# USSD code, or (for Beeline customers) the 'Мой Beeline' app, now run by the state-appointed KMRC. An October 2026 change removed licensing for third-party registration providers but explicitly left this individual duty unchanged. No official source addresses whether a visitor roaming on a foreign number is covered by this rule. A travel eSIM isn't mentioned at all either, so neither should be assumed included or excluded.
Does my Belgian or Dutch plan work in Kyrgyzstan?+
No. Kyrgyzstan is outside the EU and EEA 'Roam Like at Home' area. Your operator bills local data at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff before you fly.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Kyrgyzstan eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Kyrgyzstan, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Kyrgyzstan eSIM plan when your data or validity runs out.
