Mobile internet, 4G and 5G in Madagascar
Madagascar has three mobile operators — Orange Madagascar, Yas Madagascar (rebranded from Telma in November 2024 as part of a wider rebrand across several of Axian Telecom's African operators) and Airtel Madagascar — regulated by ARTEC (Autorité de Régulation des Technologies de Communication). ARTEC's own 2023 annual report counted 23,539,295 active SIM cards at the end of that year, up 19% on 2022, with Yas Madagascar holding a 68% subscriber market share as of March 2025.
ARTEC's 2023 report states directly that national 4G population coverage reached 79% and 3G reached 97% that year, with an honest regional caveat in the regulator's own words: the northern and central parts of the country sit at or above those national figures, while the majority of the southern part remains poorly served, particularly for 4G. A concrete illustration of the same gap: 763 communes still had no 4G site at all as of the 2023 figures. ARTEC also runs its own public, interactive coverage map — launched in June 2025 — letting anyone compare 2G, 3G, 4G and 5G coverage by operator directly.
2023 was also 5G's first year in Madagascar: ARTEC allocated spectrum in the 3600–3700 MHz band to enable it in August that year, and operators installed 28 new 5G sites, concentrated in a handful of towns, alongside 806 new 4G, 773 new 3G and 559 new 2G sites.
Roaming in Madagascar without an eSIM
Madagascar is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine — Madagascar is not among them. Your Belgian or Dutch bundle therefore stays behind: your operator bills every megabyte at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff with your provider before you go.
Buying a SIM as a visitor in Madagascar
The legal basis for SIM registration in Madagascar is primary and clear — ARTEC's own 2023 report cites Arrêtés N°2471/2016 and N°890/2018, with the stated aim of protecting users and the telecommunications sector. What a visitor specifically needs to show isn't published by ARTEC or an operator directly.
Frequently asked questions
Which mobile networks operate in Madagascar?+
Three: Orange Madagascar, Yas Madagascar (rebranded from Telma in November 2024) and Airtel Madagascar, regulated by ARTEC. Yas Madagascar held a 68% subscriber market share as of March 2025.
Is there 4G and 5G in Madagascar?+
Yes. ARTEC's 2023 annual report states 4G population coverage reached 79% and 3G reached 97% that year, though the regulator's own words note the south remains poorly served, particularly for 4G — 763 communes still had no 4G site at all as of 2023. 5G arrived the same year, with 28 new sites concentrated in a handful of towns.
Does my Belgian or Dutch plan work in Madagascar?+
No. Madagascar sits outside the EU and EEA 'Roam Like at Home' area. Your operator bills local data at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff before you fly.
What do I need to buy a local SIM as a visitor in Madagascar?+
ARTEC's identification rule applies to every SIM purchase, but what a visitor specifically needs to show isn't published by the regulator or an operator directly.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Madagascar eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Madagascar, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Madagascar eSIM plan when your data or validity runs out.
