Mobile internet, 4G and 5G in Mali
Mali has three mobile operators: Orange Mali, Moov Africa Malitel — the former state operator Sotelma, now part of Morocco's Maroc Telecom/IAM group — and Telecel Mali, the country's third operator, which ran a test phase from 16 October 2017 and held its official launch ceremony on 28 December 2017. The regulator is AMRTP (Autorité Malienne de Régulation des Télécommunications/TIC et des Postes). The most recent subscriber figures available date from 2022: 26.2 million mobile subscriptions, a penetration rate of 119%, and 13.3 million internet subscribers, with operators reporting telecom investment of US$193.7 million that year.
On network generations: Moov Africa Malitel switched on 4G on 27 November 2018, joining Orange Mali on what was described at the time as the country's high-speed mobile internet segment. Orange Mali ran a two-month 5G pilot in Bamako starting 7 July 2021, at a single hotel location, authorised by AMRTP — no commercial 5G launch by any Mali operator has been confirmed since. AMRTP's own publications don't include a national 4G or 5G coverage percentage, so none is quoted here.
Roaming in Mali without an eSIM
Mali is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine — Mali is not among them. Your Belgian or Dutch bundle therefore stays behind: your operator bills every megabyte at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff with your provider before you go.
SIM registration in Mali: the NINA number
Mali's SIM-registration regime runs on a national biometric identifier, the NINA (Numéro d'Identification Nationale). Since 1 February 2023, AMRTP has required that every subscriber's identification be done using the NINA, and a 2019 amendment to the governing decree caps SIM ownership at three cards per subscriber per operator. The enforcement deadline for deactivating unidentified lines has been pushed back three times — from November 2024 to December 2024 and then to April 2025 — which AMRTP has linked to public uptake and documented access difficulties in some regions.
What this means for a short visit isn't spelled out anywhere official: AMRTP's own publications don't describe a separate procedure for a foreign visitor without a NINA. An eSIM that's already active before departure sidesteps the question entirely — a genuine, sourced reason to set one up in advance for Mali specifically.
Frequently asked questions
Which mobile networks operate in Mali?+
Three operators: Orange Mali, Moov Africa Malitel (the former state operator Sotelma, now part of Morocco's Maroc Telecom/IAM group), and Telecel Mali, the country's third operator, which ran a test phase from October 2017 and held its official launch in December 2017. The sector regulator is AMRTP (Autorité Malienne de Régulation des Télécommunications/TIC et des Postes).
Is there 4G and 5G in Mali?+
4G has been available since Moov Africa Malitel switched it on in November 2018, joining Orange Mali. 5G has only reached a pilot stage: Orange Mali ran a two-month trial in Bamako starting July 2021, authorised by AMRTP, and no commercial 5G launch by any Mali operator has been confirmed since. AMRTP does not publish a national 4G or 5G coverage percentage, so we don't quote one.
Does my Belgian or Dutch plan work in Mali?+
No. Mali sits outside the EU and EEA 'Roam Like at Home' area. Your operator bills Malian data at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff before you fly.
How does SIM registration work in Mali?+
Mali ties SIM registration to the NINA, a national biometric identification number, a requirement AMRTP has enforced since February 2023; a 2019 rule also caps SIM ownership at three cards per subscriber per operator. What a short-stay visitor without a NINA needs to do instead isn't published by the regulator, which is one honest reason to travel with an eSIM that's already active before you land.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Mali eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Mali, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Mali eSIM plan when your data or validity runs out.
