Mobile internet, 4G and 5G in Mexico
Mexico has three mobile operators: Telcel, AT&T Mexico and Movistar. Telcel switched on commercial 5G in February 2022 in eighteen of the country's largest cities; AT&T Mexico offers it in urban centres including Mexico City, Guadalajara, Monterrey and Tijuana. Parent company América Móvil reported twelve million 5G subscribers in Mexico at the end of the second quarter of 2024, which shows how fast that urban rollout moved. Outside those centres 4G remains the network you travel on — and on a drive between cities, that is the connection to plan around.
Roaming in Mexico without an eSIM
Mexico is outside the EU and the EEA, so 'Roam Like at Home' does not reach it. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine, and Mexico is not on the list. Your Belgian or Dutch bundle therefore does not cross the Atlantic with you: your operator bills every megabyte at its own out-of-bundle roaming tariff, and the EU price caps do not apply. The European Commission's own advice is to check the cost with your provider before you travel.
Three brands, two radio networks in Mexico
On paper you choose between three Mexican operators; in the ground there are two. Movistar delivers its service over AT&T's network infrastructure rather than building a separate radio network, and Telcel is the other. For a traveller that means the coverage you actually get comes from one of those two, whichever brand is printed on the offer. Telecoms regulation in Mexico sits with the Comisión Reguladora de Telecomunicaciones (CRT) — if you come across another regulator's name, you are reading something out of date.
