Mobile internet, 4G and 5G in Montenegro
Montenegro has three mobile operators: Crnogorski Telekom, One Crna Gora and Mtel. The regulator EKIP ran a public tender for the 700 MHz, 3.6 GHz and 26 GHz bands between October and December 2022, then issued approvals for the 700 MHz and 3.6 GHz bands in February 2023. Per EKIP, Crnogorski Telekom builds its NR network on 2 GHz using DSS while also holding 700 MHz and 3.6 GHz; One Crna Gora combines 1800 MHz, 2 GHz and 2.6 GHz with 700 MHz and 3.6 GHz; Mtel holds 3.6 GHz. No 4G coverage percentage is published.
Roaming in Montenegro without an eSIM
Montenegro is outside the EU roaming zone, so your Belgian or Dutch bundle does not simply travel with you. The European Commission proposed opening negotiations in February 2026 to extend 'Roam Like at Home' to the Western Balkans, and the Council gave it a mandate in June 2026. Nothing is in force and there is no implementation date. What does exist is a voluntary operator declaration from December 2022 that lowers the data roaming rate between the EU and the region. EKIP's own wording for it is a price reduction — not an abolition.

The regulator reported that by the end of 2023 5G was available in every municipality in Montenegro, across territory where more than 80% of the population lives. Two caveats belong with that. First, it is an end-2023 statement on a page with no visible update since — by now almost three years old. Second, 'available in every municipality' means there is 5G somewhere in each one; it is not a national coverage figure. So plan around 4G as your baseline, with 5G in the populated core.
