Mobile internet and 5G in Mozambique

Mozambique's mobile market has three operators — Vodacom Moçambique, Movitel and Tmcel, the state-linked operator — regulated by INCM, the Instituto Nacional das Comunicações de Moçambique. No current national 4G or broadband coverage percentage has been published by INCM or any operator; both the regulator and Vodacom have separately pointed only to a 2030 target, which is a future ambition, not a current state, and shouldn't be read as one.

The most current 5G news is genuinely exciting for travellers, but it's a target, not a live service yet. At Mozambique's 5th National Communications Conference in Maputo, on 22 June 2026, President Daniel Chapo announced spectrum allocated simultaneously to all three operators, with a stated aim of covering all provincial capitals, special economic zones, and the country's main tourist destinations by 2027. No operator has yet confirmed a live commercial 5G launch following that announcement. Earlier, smaller 5G announcements exist from Vodacom (2023) and Tmcel (2021), but these were limited, pilot-style moves, not the national rollout described above.

SIM and biometric registration in Mozambique

Mozambique's mobile registration system, called NUTEL, is built on Decree No. 13/2023 and Article 71 of the Telecommunications Law, and it explicitly requires biometric registration — a fingerprint or facial capture — to keep using mobile services at all, a clear legal requirement rather than an option. The registration itself is handled in person, at a store or an authorised operator reseller. The rollout has taken years and is still being refined: it launched in January 2024 for a reported 15 million subscribers, a biometric pilot phase was delayed from its original 2024 schedule, and INCM was still actively promoting a new registration app as recently as September 2026. The decree itself says nothing either way about a roaming exemption, so we can't say whether a visitor roaming on a foreign number falls under this regime or not.

Roaming in Mozambique without an eSIM

Mozambique sits outside the EU and EEA 'Roam Like at Home' area, so your Belgian or Dutch bundle's home rates don't apply here — your operator's own out-of-bundle roaming tariff takes over instead. Check it before you fly. Separately, Mozambique's government has also begun a rural-connectivity programme, adding new base stations and extending services to hundreds of additional localities — part of the same broader push behind the 2030 coverage target above.

Frequently asked questions

Which mobile networks operate in Mozambique?+

Vodacom Moçambique, Movitel and Tmcel, the state-linked operator, all regulated by INCM, the Instituto Nacional das Comunicações de Moçambique.

Is 5G available in Mozambique, including in tourist areas?+

Not yet commercially — but it's coming. In June 2026, President Daniel Chapo announced spectrum allocated simultaneously to all three operators, with a target of covering provincial capitals, special economic zones and the country's main tourist destinations by 2027. Smaller pilot-style announcements already existed from Vodacom and Tmcel, but no commercial launch has been confirmed following that June 2026 allocation.

Do I need to register for a SIM in Mozambique, and is biometric data required?+

If you activate a local Mozambican SIM, yes — Decree No. 13/2023 makes biometric registration a legal requirement to keep using mobile services at all, done in person at a store or an authorised reseller. The decree doesn't say, in either direction, whether a traveller roaming on a foreign number is exempt from this requirement.

Does my Belgian or Dutch plan work in Mozambique?+

No. Mozambique is outside the EU and EEA 'Roam Like at Home' area. Your operator bills local data at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff before you fly.

Does my phone support eSIM?+

Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.

When should I activate my Mozambique eSIM?+

Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Mozambique, so your plan starts at the right time.

How do I receive my eSIM?+

Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.

Can I top up my plan?+

Yes, simply buy a new Mozambique eSIM plan when your data or validity runs out.
