Telecom regulation in New Caledonia
New Caledonia has no independent telecom regulator comparable to Curaçao's RAC or France's ARCEP. Public enterprise OPT-NC is both the network owner and the sole retail provider of mobile and fixed telephony — there is no separate body overseeing it. The only external check comes from the Autorité de la concurrence de la Nouvelle-Calédonie (ACNC), a general competition authority without telecom-specific powers, which has nonetheless issued decisions against OPT-NC, including an interim-measures decision on 2 July 2020 (2020-MC-01) and an opinion on 11 March 2024 (2024-A-01) on a draft law to open up connectivity.
Helia and 4G in New Caledonia
OPT-NC renamed its mobile brand to Helia on 15 July 2025, alongside a new app and revised plans. On coverage, OPT-NC's own site states that 4G reaches 99% of the population, a result the operator itself calls equivalent to the best national standards elsewhere.
Your Belgian or Dutch bundle in New Caledonia
New Caledonia is an OCT, not EU territory, and the Belgian operators checked treat it that way: Proximus places it in its 'exception zone' — its least favourable tier, at standard roaming rates with no pass available at all — and Orange Belgium lists it under its 'World Plus Pass', its rate for the rest of the world. Don't expect your bundle to follow you there automatically, and check the terms with your own operator beforehand.
