Mobile internet, 4G and 5G in Paraguay
Paraguay's mobile operators are Claro (América Móvil), Tigo (Millicom, traditionally the market leader) and Personal (Núcleo S.A., controlled by Argentina's Telecom Argentina).
Claro activated Paraguay's first commercial 5G network on 18 December 2025 — earlier than the market had expected — using 100 MHz of 3.5 GHz spectrum, topped up with further frequencies left unsold at the August 2025 auction. The initial rollout reached 12 cities, including Asunción, Ciudad del Este, Encarnación, Coronel Oviedo and Pedro Juan Caballero. Claro's general director called the launch only the beginning, with further expansion planned across more of the country.
Roaming in Paraguay without an eSIM
Paraguay is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine, and Paraguay is not among them. Your Belgian or Dutch bundle therefore does not cross the border with you: your operator bills every megabyte at its own out-of-bundle roaming tariff, with none of the EU price caps that apply inside the zone. Ask what that tariff costs before you fly — the European Commission gives travellers the same advice.
Paraguay's second 5G auction: Tigo and Personal, on unusually short licences
On 6 August 2026, Tigo and Personal won Paraguay's second 5G spectrum auction: Tigo took the 2.3-2.4 GHz band, Personal the 3.7-3.8 GHz band. Claro did not take part in this second round. Both winners must activate commercial 5G service within 180 days — around February 2027 — have four years to deploy 100 radio base stations each, must submit detailed engineering plans within 90 days, and must each activate 10 radio bases serving government institutions within two years. One notable detail: the licence term is only five years, the shortest 5G permit in Latin America, against the 15-plus years typical elsewhere in the region.
Frequently asked questions
Which mobile networks operate in Paraguay?+
The operators are Claro (América Móvil), Tigo (Millicom, traditionally the market leader) and Personal (Núcleo S.A., controlled by Argentina's Telecom Argentina).
Is there 5G in Paraguay?+
Yes. Claro activated the first commercial 5G network on 18 December 2025, in 12 cities including Asunción, Ciudad del Este and Encarnación. Tigo and Personal are now building their own 5G networks under an August 2026 licence that requires a commercial launch by around February 2027.
Does my Belgian or Dutch plan work in Paraguay?+
No. Paraguay sits outside the EU and EEA 'Roam Like at Home' area, so your domestic bundle does not travel with you. Your operator bills Paraguayan data at its own out-of-bundle roaming tariff, without the EU price caps.
How long do Paraguay's new 5G licences last?+
Only five years — the shortest 5G licence term in Latin America, against the 15-plus years typical elsewhere. Tigo and Personal must each build 100 radio base stations within that period.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Paraguay eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Paraguay, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Paraguay eSIM plan when your data or validity runs out.
