Mobile internet, 4G and 5G in Peru
Peru has four mobile operators: Claro (América Móvil), Movistar (Telefónica), Entel Perú and Bitel. The figure that matters to a traveller is not speed but spread: in August 2024 it was reported that, over the previous year, about 30 of Peru's 1,891 districts had partial 5G coverage. That is a counted fact rather than caution on our part, and it makes Peru a destination where 5G is the exception rather than the rule.
What 5G does exist is non-standalone, leaning on the existing 4G core, with new spectrum intended to enable standalone networks. For a trip that means one thing: plan around 4G, which is more than enough for maps, WhatsApp, photos and video calls home. The figure describes 2023-24 and will have moved since; nobody publishes a more recent national percentage in a form we could retrieve.
Roaming in Peru without an eSIM
Peru is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine, and Peru is not among them. Your Belgian or Dutch bundle therefore does not make the trip: your operator bills every megabyte at its own out-of-bundle roaming tariff, with none of the EU price caps that apply inside the zone. On a two- or three-week tour that meter simply keeps running. The European Commission advises checking the tariff with your provider first.
4G along the Panamericana: what Peru is building now
Peru is paying for coverage in towers rather than cash. The Ministry of Transport and Communications approved a scheme under which operators receive spectrum in exchange for investment that closes telecoms gaps in rural areas, with obligations for 4G along the Panamericana Norte and Sur and the main national roads. It covers 300 MHz across 3.3-3.4 GHz and 3.6-3.8 GHz and 800 MHz at 25.9-26.7 GHz, on twenty-year concessions; a tender was planned for January 2025. Whether it went ahead, we could not establish.
That the state was still buying 4G along its main highways in 2024-25 is the most honest signal we could find about Peru beyond the cities. Practically: download offline maps for the mountains and for long bus journeys, and do not assume every village on the route has a signal. Peru also runs a national mobile-terminal registry, RENTESEG, under the regulator OSIPTEL — what it asks of visitors we could not read, so ask OSIPTEL yourself if you are staying a while.
