Who is this Portugal eSIM for?
Portugal falls under the European roaming rules, so with a Belgian or Dutch SIM card your own plan simply works there. This eSIM is aimed at two other groups. The first is long stayers: spending a winter or a full season in Portugal runs into rules designed for periodic travel, not for living abroad. The second is travellers on a non-EU SIM card — family from Morocco, Turkey, the United Kingdom, Brazil or North America — who are not covered by the European rates and pay their home operator's international roaming tariff.
Mobile internet, 4G and 5G in Portugal
The European Commission calls Portugal's connectivity infrastructure 'good across the country', and the figures back that up: in 2025, 5G reached 99.13% of households and 95.26% of sparsely populated areas, well above the EU average of 88.88%. On the 3.4–3.8 GHz band Portugal sits at 74.94%, just above the EU average.
One qualification belongs with that. The same fast band reaches only 23.11% in sparsely populated areas, below the EU average of 33.71%, and the Commission notes it is growing markedly more slowly there than elsewhere. That is a capacity gap rather than a coverage hole: in rural Portugal you have mobile internet, but the extra speed of that band is concentrated in and around the cities.
Your Belgian or Dutch plan in Portugal
'Roam Like at Home' applies across the EU, Portugal included: calls, texts and data come out of your usual plan at your domestic rate. Two limits are worth knowing.
On a very cheap or unlimited plan, your operator may cap your data abroad. That cap scales with what you pay — the cheaper the plan, the smaller the roaming allowance — and your operator must tell you in advance and alert you once you reach it. The second limit concerns long stays: over a period of at least four months, your operator may check whether you spend more time outside your own country than in it and use more abroad than domestically. Only if both are true, and after a warning with at least two weeks to change, may a surcharge be applied.

Yes. Portugal is an EU member state, so you use your own plan at your domestic rate. Two things are worth knowing: the fair-use data limit, which scales with what you pay each month, and the rules that come into play once you stay in Portugal for months at a time.
I spend the winter in Portugal — does my plan still apply?+
Not indefinitely. The European rules protect periodic travel, not living abroad.
