Who is this Romania eSIM for?
Romania sits inside the European roaming area, so with a Belgian or Dutch SIM card your own plan simply works there. This eSIM is for two other groups. First, travellers on a non-EU SIM card — visitors from Turkey, the United Kingdom, Israel or North America — who pay their home operator's full international roaming rate. Romania is the only EU country where 5G reaches less than 90% of households. The European Commission reports coverage of 59.3% for 2025 — the lowest in the Union — and 22.74% in sparsely populated areas, against an EU average of 88.88%. The explanation the Commission itself gives is demand: the main cities and some metropolitan areas have 5G, but the existing fixed and mobile infrastructure already covers what people and businesses need, and the last spectrum auction was in 2022.
There is a counterweight that rarely gets told: on fixed internet Romania leads the EU, with fibre reaching 96.25% of households against an average of 74.13%. For you as a traveller, all of this adds up to 5G in București, Cluj-Napoca and the other large cities, and a 4G connection elsewhere via Orange, Vodafone or Digi.
Your Belgian or Dutch plan in Romania
Romania is in the EU, so 'Roam Like at Home' applies in full: calls, texts and data come out of your usual plan at your domestic rate. Two exceptions are written into the rules.
The first is the fair-use limit on data: on a very cheap or unlimited plan your operator may cap what you use abroad, in proportion to what you pay each month, and they must tell you in advance and alert you as you reach that ceiling. The second applies to long stays: over at least four months your operator may check whether you both spend more time outside your own country than in it and use more abroad than domestically. Only if both are true, and after a warning with at least two weeks to change your pattern, may a surcharge be applied.
