Mobile internet, 4G and 5G in Rwanda

Rwanda has a compact, competitive mobile market with two operators: MTN Rwandacell Plc and Airtel Rwanda Ltd. Per regulator RURA's quarterly report for the first quarter of 2026, the country had 14.0 million active mobile subscriptions, up 6.1% on a year earlier, at a penetration of 97.1%. MTN holds 9.3 million of those (66.3% of the market, up 3.1 points year on year) and Airtel 4.7 million (33.7%, down 3.1 points). Internet subscriptions stand at 10.7 million, a penetration of 74.5%. Roaming is growing in both directions: an average of 908,523 foreign subscribers roamed on a Rwandan network during the quarter (up 22.2% year on year), against an average of 678,417 Rwandans roaming abroad (up 46.2%).

For 4G and 5G the picture is less clean than the market figures. MTN Rwanda itself reported 4G population coverage of 94.8% at the end of the first quarter of 2026 and has been rolling out 5G since its commercial launch in June 2025 — but that is the operator's own claim, reported by press, not a RURA-published national figure, and it says nothing about Airtel's coverage. What is official: Rwanda's Ministry of ICT has set 30 June 2027 as the date its 3G network is switched off nationwide, with 2G to follow subject to a readiness assessment; pilot shutdowns are already running during 2026. That decision, taken at a cabinet meeting chaired by President Paul Kagame, forms part of Rwanda's ICT Sector Strategic Plan 2024-2029. In practice: a 4G-capable device is the safe choice from now, not just once 3G actually disappears.

Roaming in Rwanda without an eSIM

Rwanda is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine — Rwanda is not among them. Your Belgian or Dutch bundle therefore stays behind: your operator bills every megabyte at its own out-of-bundle roaming tariff, without the EU price caps. That roaming to Rwanda is real and growing is confirmed by RURA itself: the number of foreign subscribers roaming on a Rwandan network rose 22.2% in the first quarter of 2026 versus a year earlier. Check that tariff with your own provider before you go.

Buying a local SIM in Rwanda

Anyone who still wants a local SIM in Rwanda runs into a thorough registration procedure. RURA Regulation No 18/R/SM-ICT/RURA/2024 of 9 August 2024 requires, under Article 9, that a foreign applicant without a resident permit present their travel document (passport or ID), that the licensee carry out fingerprint verification with DGIE, and that a live facial image and biometric data be taken and matched against the travel document. The SIM is activated only once that KYC check is complete and the passport details' authenticity is confirmed. Article 5 further requires this to happen in person, at a physical, licensed outlet — not remotely.

Article 24 sets how many SIMs a visitor may hold: a passport alone gets one SIM per network; a visitor with a work permit and a foreigner ID can register up to three SIMs per network. Compare that with the Ariya eSIM: no passport handed over, no fingerprints, no photo, no trip to a shop — it installs before you leave and is active the moment you land.

Frequently asked questions

Which mobile networks operate in Rwanda?+

Two operators: MTN Rwandacell Plc and Airtel Rwanda Ltd. Per regulator RURA, MTN held 66.3% of the market (9.3 million subscriptions) at the end of March 2026, and Airtel 33.7% (4.7 million). The Ariya eSIM connects to a local network — there is no operator for you to choose.

Is there 4G and 5G in Rwanda?+

Yes. MTN Rwanda itself reported 4G population coverage of 94.8% at the end of the first quarter of 2026 and has been rolling out 5G since its commercial launch in June 2025. That is MTN's own claim, reported by press, not a RURA-published national figure, and it says nothing about Airtel's coverage. Separately, Rwanda plans to switch off its 3G network nationwide on 30 June 2027, with 2G to follow — so a 4G-capable (or eSIM-ready) phone is the safer bet from now on.

Does my Belgian or Dutch plan work in Rwanda?+

No. Rwanda sits outside the EU and EEA 'Roam Like at Home' area. Your operator bills Rwandan data at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff with your provider before you fly.

What do I need to buy a local SIM in Rwanda?+

Under RURA Regulation No 18/R/SM-ICT/RURA/2024, a visitor without a resident permit must present a passport, undergo fingerprint verification with DGIE, and have a live facial photo taken; the SIM is activated only after that check, in person at a licensed outlet. A passport alone gets you one SIM per network.

Does my phone support eSIM?+

Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.

When should I activate my Rwanda eSIM?+

Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Rwanda, so your plan starts at the right time.

How do I receive my eSIM?+

Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.

Can I top up my plan?+

Yes, simply buy a new Rwanda eSIM plan when your data or validity runs out.
