Mobile operators in Saint-Barthélemy

Saint-Barthélemy falls under regulator ARCEP, the French national regulator, which oversees the island exactly as it would an ordinary French département — there is no island-specific regulator, unlike, say, Curaçao (RAC) or French Polynesia (its own competition authority). ARCEP's own quality report, measured between January and April 2025, measures Free, Digicel, Dauphin Telecom and UTS (branded UTS Caraïbe) there among others; on a majority of data indicators, Dauphin Telecom ranks second.

Saint-Barthélemy and the EU: a gap between law and commercial practice

Legally, Saint-Barthélemy left the EU on 1 January 2012: since that date, the island has no longer been an 'outermost region' but an 'overseas country or territory' (OCT), under Council Decision 2010/718/EU specifically. That means EU roaming rules have guaranteed nothing there since that date — in theory, for roaming purposes, Saint-Barthélemy is 'foreign' territory like any other. The commercial picture is different, and it's the most surprising finding in this whole file: Proximus places Saint-Barthélemy, checked 5 October 2026, on its own 'EU Zone – Geen extra roamingkosten' list, alongside mainland France and the real outermost regions. KPN's and Vodafone NL's own EU lists, by contrast, do not mention Saint-Barthélemy at all. In other words: one Belgian operator still treats the island as EU territory, while two Dutch operators explicitly do not — that isn't a mistake on either side, it's a choice specific to each operator.

Before you go: check your own operator's zone list

So this isn't a question with one answer — it's a question you have to check yourself: before departure, look up your own operator's current zone list, because 'Saint-Barthélemy has no roaming cost' and 'Saint-Barthélemy has roaming cost' are both true, depending on which operator's bundle you're on. For a local prepaid SIM, French law has required identification to activate a card nationally since 2016–2017; no confirmation specific to a local point of sale in Saint-Barthélemy itself was found.

Frequently asked questions

Is Saint-Barthélemy covered by my Belgian or Dutch bundle?+

It depends on your operator — which is exactly why you need to check beforehand. Legally, Saint-Barthélemy left the EU on 1 January 2012 (Council Decision 2010/718/EU), so EU roaming rules guarantee nothing there. Yet Proximus places the island on its own 'EU Zone – Geen extra roamingkosten' list (checked 5 October 2026); KPN's and Vodafone NL's own EU lists do not mention Saint-Barthélemy at all. Check your own operator's zone list before you go.

Which mobile operators are present in Saint-Barthélemy?+

Regulator ARCEP, which covers the island together with Saint-Martin, measures Free, Digicel, Dauphin Telecom and UTS (branded UTS Caraïbe) among others. In ARCEP's own measurement, Dauphin Telecom ranks second on a majority of data indicators.

Why do operators treat Saint-Barthélemy so differently?+

Because the island hasn't been EU territory since 1 January 2012, yet some operators still treat it as if it were, and others don't. That isn't an error on either side — it's a commercial choice specific to each operator, which is exactly why it's worth checking your own operator rather than relying on one general rule.

Do I need to register for a local prepaid SIM in Saint-Barthélemy?+

France has required identification to activate a prepaid SIM nationally since 2016–2017. No confirmation specific to a local point of sale in Saint-Barthélemy itself was found.

Does my phone support eSIM?+

Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.

When should I activate my Saint Barthélemy eSIM?+

Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Saint Barthélemy, so your plan starts at the right time.

How do I receive my eSIM?+

Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.

Can I top up my plan?+

Yes, simply buy a new Saint Barthélemy eSIM plan when your data or validity runs out.
