Mobile internet, 4G and 5G in South Korea
South Korea has three mobile operators — SK Telecom, KT and LG Uplus — overseen by the Ministry of Science and ICT. The trade press puts it bluntly: Korean operators reached nationwide 5G coverage in April 2024, and by the third quarter of 2024 there were 36.11 million 5G connections in the country. SK Telecom reported 17 million 5G subscribers in the second quarter of 2025 out of 33.4 million mobile subscribers in total — 77% of its handset subscribers, up from 71% a year earlier.
The ministry publishes no national 4G coverage percentage in a form we could consult, so we quote none. It does not change the picture much: with nationwide 5G since April 2024 and three well-funded networks, South Korea is not the country where you solve a coverage problem. We are not going to invent one. What does matter on this destination comes further down the page: what your own operator charges the moment your phone registers on landing.
Roaming in South Korea without an eSIM
South Korea is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine, and South Korea is not among them. Your operator therefore bills Korean data at its own out-of-bundle roaming tariff, without the EU price caps that apply inside the zone. That is the whole cost side of the story here: not weak coverage, but a meter running from the moment you land at Incheon until you take off again. The European Commission advises checking that tariff with your provider first.
Being straight about South Korea: coverage is not the problem here
We are not going to pretend you will be unreachable without an eSIM. Nationwide 5G since April 2024, 36.11 million 5G connections by the third quarter of that year, three operators investing heavily in their networks: anyone who sorts it out on arrival will be fine. And what a Korean SIM card costs a visitor, or asks of them in paperwork, we could not check against any reliable source — so we say nothing about it, not even that it would be easy.
Two things do stand. First the bill: your Belgian or Dutch bundle does not apply and your operator charges out of bundle with no EU price caps. Buy ahead and the price is settled before you leave, in euros and in your own language, and your phone has data by the time the plane reaches the gate. Second, some good news if you travel with an older handset: SK Telecom and KT each still hold 10 MHz of legacy 3G spectrum, LG Uplus went straight to LTE, and according to ministry officials no provider has formally requested to terminate its 3G network. Unlike New Zealand, a 3G handset is not yet an immediate problem in Korea.
