Mobile internet, 4G and 5G in Suriname
Suriname has two mobile operators: Telesur, the state-owned Telecommunicatiebedrijf Suriname, and Digicel Suriname. Digicel advertises an LTE network; Telesur sells prepaid and contract plans without naming a network generation anywhere on its public pages. Neither markets a 5G service, so build your stay around 4G. Mind the difference between advertising and measuring: this is what the operators themselves publish, not a regulator's figure. For maps, WhatsApp, photos and video calls home, 4G is more than enough.
Roaming in Suriname without an eSIM
Suriname is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine, and Suriname is not among them. Your Dutch or Belgian bundle does not make the trip: your operator bills every megabyte at its own out-of-bundle roaming tariff, with no EU price caps.
