Mobile internet, 4G and 5G in Taiwan
The three names you will meet in Taiwan are Chunghwa Telecom, Taiwan Mobile and FarEasTone. Chunghwa was the first in Taiwan to receive a 5G licence, in June 2020. The field has narrowed since 2023: in January that year the regulator NCC approved two mergers, with Taiwan Star Telecom absorbed into Taiwan Mobile and Asia Pacific Telecom into FarEasTone. FarEasTone took on 2.07 million subscribers and Taiwan Mobile 2.69 million.
No current 4G or 5G coverage percentage could be obtained for Taiwan: the NCC's site was unreachable for us. What the regulator did publish is an obligation attached to those same mergers — Taiwan Mobile and FarEasTone must raise 4G coverage to 99% and 5G coverage to 98% by 2027, with 95% 5G in rural areas, and had to dispose of surplus spectrum by the end of June 2024. Read that for what it is: a deadline in 2027 imposed on two of the three names above, not a measurement of the coverage you will find today.
Roaming in Taiwan without an eSIM
Taiwan is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine, and Taiwan is not among them. Your operator therefore bills Taiwanese data at its own out-of-bundle roaming tariff, without the EU price caps that apply inside the zone. On this destination that is the clearest cost of all — and the only one you can settle yourself before you leave. The European Commission advises checking that tariff with your provider.
Taiwan: what we claim and what we do not
This page is shorter than most, and that is deliberate. On Taiwan we could get nothing out of the regulator: the NCC blocked every attempt, and the airport's own site stayed shut too. So we do not know what identification a visitor must show for a local SIM card, whether anything has to be arranged, or whether 2G or 3G still run there. We are not filling those gaps with whatever circulates on comparison sites.
What we do know is enough to decide on. Taiwan is outside the EU roaming zone, so your home bundle does not apply and your operator bills out of bundle with no EU price caps. And an eSIM you install at home is live the moment your phone comes out of flight mode at Taoyuan: no shop to find, no form to complete in a script you cannot read. The price is settled before you leave, and your own SIM card stays active alongside it for texts and bank codes on your usual number.
