Mobile internet, 4G and 5G in Uganda
Two main operators cover Uganda's mobile market, MTN Uganda and Airtel Uganda, both regulated by the UCC (Uganda Communications Commission). UCC's own quarterly market figures put active mobile subscriptions at 49 million and registered subscriptions at 64.6 million for the second quarter of 2026, with active mobile-internet subscriptions at 19.7 million and smartphone devices at 20.5 million. UCC's Executive Director, George William Nyombi Thembo, described the network's reach at a public event in vivid terms: 'every parish in this country has at least one point where you can stand, even on an anthill, to make a call' — a reach that, by UCC's own account, still runs well ahead of how many people actually use mobile internet day to day, a gap the regulator attributes to the cost of devices and digital literacy rather than to where the signal reaches. Full national network coverage remains a 2030 target set by UCC and government messaging, not a claim about where the network stands today.
5G is commercially live from both main operators. MTN Uganda switched on its first sites in Kampala (Lugogo and Bugoloobi) on 28 July 2023; Airtel Uganda followed within days, and by December 2025 reported 365 active 5G sites expanded well beyond Kampala to Jinja, Mbale, Masaka, Mbarara, Gulu, Lira, Hoima, Fort Portal and Kabale. Airtel's own guidance for travellers: an existing SIM card works fine on 5G, but the handset itself needs to support it.
Roaming in Uganda without an eSIM
Uganda is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine — Uganda is not among them. Your Belgian or Dutch bundle therefore stays behind: your operator bills every megabyte at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff with your provider before you go.
Buying a SIM as a visitor in Uganda
Uganda has the clearest official rule in the region on what a foreign visitor needs: UCC's own account states that non-Ugandans may only buy a SIM card on production of an original, valid passport together with a valid visa or resident permit, plus a recent passport photograph attached to the registration form. There's no biometric enrolment step for a foreign visitor — that applies to Ugandan nationals registering with their national ID. A foreign visitor's SIM stays valid only for the length of their visa or permit, and the limit is ten SIM cards per person per network, with no more than one SIM registered against the same identity document in any 24-hour period.
A separate, 2026-dated registration drive run by Uganda's National Identification and Registration Authority (NIRA) for foreign residents — work permits, student passes, and similar long-stay documents — explicitly excludes anyone visiting for 90 days or less. The pattern holds across both schemes: Uganda's own rules draw a clear line between a short-stay visitor and a resident, and the visitor's side of that line stays light — a passport and a valid visa cover it.
Frequently asked questions
Which mobile networks operate in Uganda?+
MTN Uganda and Airtel Uganda are the two main operators, regulated by the UCC (Uganda Communications Commission). UCC's own Q2 2026 figures put active mobile subscriptions at 49 million and active mobile-internet subscriptions at 19.7 million.
Is there 4G and 5G in Uganda?+
Yes — 5G is commercially live from both MTN Uganda (since 28 July 2023) and Airtel Uganda (days later), with Airtel reporting 365 active 5G sites by December 2025, well beyond Kampala. Full national network coverage is a 2030 target set by UCC and government messaging, not a claim about where the network stands today.
Does my Belgian or Dutch plan work in Uganda?+
No. Uganda sits outside the EU and EEA 'Roam Like at Home' area. Your operator bills Ugandan data at its own out-of-bundle roaming tariff, without the EU price caps. Check that tariff before you fly.
Do I need anything besides a passport to buy a SIM in Uganda?+
UCC's own rules state that a foreign visitor needs a valid passport plus a valid visa or resident permit to buy a SIM — no biometric enrolment step applies to a visitor. A separate 2026 immigration registration drive for foreign residents explicitly excludes anyone staying 90 days or less.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Uganda eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Uganda, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Uganda eSIM plan when your data or validity runs out.
