Who is this Ukraine eSIM for?
With a Belgian or Dutch SIM card, Ukraine has been, since 1 January 2026, effectively domestic: the Council of the EU approved Ukraine's (and Moldova's) entry into the 'Roam Like at Home' area on 25 July 2025, and both the European Commission and Ukraine's regulator NCEC confirm it is now operational. Your plan therefore works there at your domestic rate. This eSIM is for travellers arriving from outside the EU or EEA who would otherwise pay their own operator's full international rate, for those on a very cheap or unlimited plan who hit the fair-use data limit, and for anyone staying in Ukraine for months at a time — for that last group, an operator may check usage over at least four months before applying a surcharge, and only after a warning that gives at least two weeks to adjust.
Mobile networks and resilience under war conditions
Ukraine has three mobile operators: Kyivstar, Vodafone Ukraine and lifecell. Regulator NCEC announced a notable choice in July 2026: 2G stays on. Switching it off 'is not currently being considered and ... is irrelevant', NCEC states, citing 'Russia's ongoing full-scale invasion', 'the need to ensure the widest possible mobile coverage for all categories of the population', and 'the guarantee of access to emergency services'. Second-generation networks, per the regulator, continue to provide 'the most stable coverage', 'especially under conditions of damage to telecommunications infrastructure'. On 3G spectrum, NCEC takes the opposite approach: it supports reallocating it to 4G/LTE, to increase capacity and speed.
Operators are required to keep base stations running for up to ten hours during scheduled, emergency or forced power outages, on a ramp that ran from 60% by 1 October 2024 to 100% by 1 February 2025. Despite billions of hryvnias invested, no operator hit that 100% mark by the deadline, per Forbes Ukraine reporting; lifecell's own average outage duration reached 8-12 hours in December 2025, rising to more than 16 hours a day in early 2026. Kyivstar, for its part, invested over ₴3.3 billion in network resilience — generators, lithium batteries — and Vodafone Ukraine over ₴2 billion repairing more than 900 damaged sites; all three operators are also piloting solar power at base stations.
5G in Ukraine: pilot projects in Kyiv
5G in Ukraine is still entirely at the pilot stage, and it is presented that way deliberately. Kyivstar opened Ukraine's first 5G test zone in January 2026, in Lviv, under a framework with Ukraine's Ministry of Digital Transformation and with care taken that activation would not interfere with military communications. The pilot later extended to Borodianka and Kharkiv. On 22 July 2026 all three carriers simultaneously switched on 5G pilot zones in Kyiv: Vodafone across all ten administrative districts, Kyivstar around landmarks such as Independence Square and Khreshchatyk, lifecell near transit hubs and shopping centres. Measured download speeds averaged 600-700 Mbps, with peaks exceeding 1 Gbps. Odesa is next.
A full, commercial 5G rollout is explicitly tied to something other than technology: a Ukrainian Deputy Minister states that building a standalone 5G core network awaits the end of martial law. For a traveller, 5G in Ukraine today means a pilot zone in a handful of cities, not a nationwide service.
Frequently asked questions
Does my Belgian or Dutch plan work in Ukraine?+
Yes. Since 1 January 2026, Ukraine falls under 'Roam Like at Home': your plan works there at your domestic rate, just as in an EU member state. That step was approved by the Council of the EU on 25 July 2025, and its operational rollout is now confirmed by both the European Commission and Ukraine's regulator, NCEC. Keep the fair-use data limit in mind on a very cheap or unlimited plan, along with the rules that apply if you stay in Ukraine for months at a time.
Which mobile networks operate in Ukraine?+
Three: Kyivstar, Vodafone Ukraine and lifecell. Per regulator NCEC's figures for Q1 2026, Kyivstar generated UAH 12.08 billion in telecom revenue, Vodafone Ukraine UAH 6.69 billion, and lifecell UAH 4.18 billion. The Ariya eSIM connects to a local network — there is no operator for you to choose.
Why does Ukraine keep 2G running?+
A deliberate choice by regulator NCEC. It stated in July 2026 that switching off 2G 'is not currently being considered and ... is irrelevant', citing 'Russia's ongoing full-scale invasion', 'the need to ensure the widest possible mobile coverage for all categories of the population', and 'the guarantee of access to emergency services'. Second-generation networks, per NCEC, continue to provide 'the most stable coverage', 'especially under conditions of damage to telecommunications infrastructure'. An older or basic handset therefore has a better, not worse, chance of finding signal in Ukraine.
Is there 5G in Ukraine?+
As a pilot, not yet nationwide. Kyivstar launched Ukraine's first 5G test zone in January 2026, in Lviv, later extended to Borodianka and Kharkiv. On 22 July 2026 all three carriers simultaneously activated 5G pilot zones in Kyiv, with average download speeds of 600-700 Mbps and peaks exceeding 1 Gbps. Odesa is next. A full commercial 5G launch is explicitly tied, according to a Ukrainian Deputy Minister, to the end of martial law — so it is not yet on the table for a traveller today.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Ukraine eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Ukraine, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Ukraine eSIM plan when your data or validity runs out.
