Mobile internet, 4G and 5G in Uruguay
Uruguay's mobile market is led by the state-owned operator Antel, with 62% of mobile accounts and 62% of mobile-broadband subscriptions. Claro (América Móvil) follows with 18% of accounts and 14% of mobile-broadband subscriptions. The third operator is Tigo: Telefónica sold Movistar Uruguay to Millicom, and the business now operates entirely under the Tigo brand — unlike in Ecuador, where the Movistar brand survives. Tigo holds 20% of accounts and 23% of mobile-broadband subscriptions.
Regulator URSEC publishes its own territorial coverage figures: in Q4 2025 data, 4G/LTE coverage reached 93.9% of national territory, 3G reached 95.4% and 5G reached 38.9%. The network comprises 2,869 LTE radio bases, 2,636 3G stations and 1,054 5G stations (15% of all radio bases). 5G growth has been fast: from just 7.4% territorial coverage in December 2024 to 38.9% about a year later. Antel operates 76% of all 5G radio bases (799 sites), Tigo 16% (173 sites) and Claro 8%; Antel also carries 68% of all mobile data traffic and 87% of IoT/M2M traffic.
Roaming in Uruguay without an eSIM
Uruguay is outside the EU and the EEA, so 'Roam Like at Home' does not apply. That arrangement covers the EU member states plus Iceland, Liechtenstein and Norway, along with Moldova and Ukraine, and Uruguay is not among them. Your Belgian or Dutch bundle therefore does not cross the border with you: your operator bills every megabyte at its own out-of-bundle roaming tariff, with none of the EU price caps that apply inside the zone. Ask what that tariff costs before you fly — the European Commission gives travellers the same advice.
URSEC's second 5G tender: more coverage outside Montevideo
In September 2026, URSEC announced a second 5G spectrum tender covering the 900 MHz, AWS (1700/2100 MHz) and 26 GHz bands, with 20- to 25-year concessions. Besides Antel, Claro and Tigo, other players can take part, such as Dedicado and local cable operators. The tender is explicitly aimed at strengthening rural coverage and coverage in the interior, not just adding density in the cities.
Frequently asked questions
Which mobile networks operate in Uruguay?+
State-owned Antel leads the market with 62% of mobile accounts, followed by Claro (América Móvil, 18%) and Tigo (20%). Tigo is the former Movistar: Telefónica sold that business to Millicom, which now operates it entirely under the Tigo brand — unlike in Ecuador, where the Movistar brand survives.
How much of Uruguay has 4G and 5G coverage?+
Regulator URSEC reports, for Q4 2025, territorial coverage of 93.9% for 4G/LTE, 95.4% for 3G and 38.9% for 5G — coverage of the territory, not just the population.
Does my Belgian or Dutch plan work in Uruguay?+
No. Uruguay sits outside the EU and EEA 'Roam Like at Home' area, so your domestic bundle does not travel with you. Your operator bills Uruguayan data at its own out-of-bundle roaming tariff, without the EU price caps.
Is 5G coverage expanding beyond Montevideo?+
URSEC announced a second 5G tender in September 2026 for the 900 MHz, AWS and 26 GHz bands, with 20- to 25-year concessions, explicitly aimed at strengthening rural and interior coverage.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Uruguay eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Uruguay, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Uruguay eSIM plan when your data or validity runs out.
