Mobile networks in Uzbekistan
Four operators are active: Beeline (part of VEON), reported as the market leader; Uztelecom, the state-controlled company that sells under brands including Uzmobile; Mobiuz, reported to be going through a privatisation process; and Ucell. Oversight sits with the Ministry of Digital Technologies, the authority named directly by Uzbek press on the customs and UzIMEI rules described below; a separate, more specific communications agency could not be confirmed this round.
Registering a local SIM in Uzbekistan: the UzIMEI system
Mobiuz's own IMEI support page cites Cabinet of Ministers Decree No. 778 (17 September 2019) directly as the legal basis for mandatory registration of 'all devices with a SIM module'. The same page gives the two-tier distinction that matters here: anyone using only roaming with their own foreign number has no registration requirement. Anyone who activates a local Uzbek SIM card on the ground, though, gets 60 days as a foreign tourist, from the first network event, to have it registered, against 30 days for residents. A later, separate press account (Kun.uz, 26 March 2026) instead reports a flat 30-day window without mentioning that tourist extension — the two sources don't agree, and this file sides with Mobiuz's own, decree-cited page as the more authoritative of the two.
Declaring your phone on arrival in Uzbekistan
Separately from the SIM registration above, there's a second, additional obligation covering the device itself. Reporting from January 2025, citing the Ministry of Digital Technologies and the Customs Committee, describes a customs declaration for devices brought into the country, via the 'Yo'lovchi deklaratsiyasi' (Traveller's Declaration) app, where you list your device's IMEI code(s) on entry — the point being to avoid customs duty later if the device is subsequently registered in UzIMEI. So this is a separate process run by a different authority (the Customs Committee), alongside UzIMEI itself (governed by the Decree No. 778 mentioned above), even though the two interact in practice.
Frequently asked questions
Does my Belgian or Dutch bundle work in Uzbekistan?+
No, not at domestic or EU rates: Uzbekistan sits outside the EU's 'roam like at home' rules. Expect roaming charges through your own operator, or arrange your connectivity in advance with an eSIM.
Which mobile operators exist in Uzbekistan?+
Four: Beeline (part of VEON), reported as the market leader; Uztelecom, the state-controlled company that sells under brands including Uzmobile; Mobiuz, reported to be going through a privatisation process; and Ucell. Other names that still circulate online as a 'fifth operator' don't appear in any 2025 or 2026 source — go with these four.
Do I need to register for a SIM card in Uzbekistan?+
That depends exactly on what you use. Mobiuz's own IMEI support page, which cites Cabinet of Ministers Decree No. 778 (17 September 2019) directly, draws a clear line: anyone using only roaming with their own foreign number has no registration requirement. Anyone who activates a local Uzbek SIM card on the ground, though, gets a 60-day window as a foreign tourist, from the first network event, to register it — longer than the 30 days that applies to residents. A later, separate press account (Kun.uz, 26 March 2026) instead reports a flat 30-day window without mentioning that tourist extension; the two sources don't agree, and this file sides with Mobiuz's own page, since it cites the underlying decree by number and date.
Do I need to declare my phone on arrival in Uzbekistan?+
It looks that way, separately from the SIM registration above. Reporting from January 2025, citing the Ministry of Digital Technologies and the Customs Committee, describes a customs declaration for devices brought into the country, via the 'Yo'lovchi deklaratsiyasi' (Traveller's Declaration) app, where you list your device's IMEI code(s) on entry. The point is to avoid being charged customs duty later if the device is subsequently registered in UzIMEI. So this is a separate, additional process run by a different authority — not the same thing as UzIMEI itself.
Does my phone support eSIM?+
Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.
When should I activate my Uzbekistan eSIM?+
Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Uzbekistan, so your plan starts at the right time.
How do I receive my eSIM?+
Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.
Can I top up my plan?+
Yes, simply buy a new Uzbekistan eSIM plan when your data or validity runs out.
