Mobile networks in Vanuatu

Vanuatu's telecom regulator is the Telecommunications, Radiocommunications and Broadcasting Regulator (TRBR). Its own licensee register names three mobile operators, not the two most generic travel content assumes: Telecom Vanuatu Ltd (issued 11 March 2008, renewed 11 July 2023), Digicel (Vanuatu) Ltd (issued 14 March 2008, renewed 11 July 2023), and Wantok Network Ltd (issued 19 November 2024). Telecom Vanuatu Ltd trades as Vodafone Vanuatu — its own site states it was 'established in 1978 and is Vanuatu's first provider for Landline, GSM, Fibre Internet and 4G+ (Mobile Internet)'. Wantok Network Ltd trades as WanTok, a genuinely new entrant reported launching mobile, broadband and money-transfer services in September 2021 — roughly three years before its mobile licence in this category was formalised on 19 November 2024.

5G and the 2G/3G closure plan in Vanuatu

TRBR's own 'Vanuatu 2G and 3G Mobile Networks Closure Plan', dated 5 November 2025, states plainly: 'To date no operator has deployed 5G in its network, although various plans to do so have been publicized in recent years.' That is the single clearest fact available for Vanuatu — expect 2G, 3G or 4G depending on the operator and location, not 5G. The same document also sets a National Plan for closing older networks, but years away rather than imminently: all 3G networks are to close by 31 December 2030, and all 2G networks by 31 December 2033, with operators required to submit their own closure plans to TRBR only by 31 December 2027. The document explicitly states that voice-service availability must remain the highest priority for mobile coverage on remote islands throughout any closure process.

Your Belgian or Dutch bundle and the eSIM in Vanuatu

Vanuatu is outside the EU roaming zone: it is not an EU or EEA member state, nor Moldova or Ukraine, so the EU price caps do not apply and your operator bills Vanuatu data at its own out-of-bundle rate. SIM registration is mandatory and enforced in Vanuatu, per dated 2021 and 2023 local press reporting, though the exact document requirements were not confirmed this round. Vodafone Vanuatu's own Visitor Pack lists three tiers by data and validity alone — a Free SIM (2 GB over 3 days), a Vt1000 SIM (2 GB over 14 days) and a Vt3500 SIM (10 GB over 14 days) — sold at its shops and agents, with no stated ID requirement. Vodafone Vanuatu also offers an eSIM, but its own page frames it as something 'obtainable at any Vodafone Shops' rather than a pre-arrival online purchase. Digicel Vanuatu's and WanTok's own tourist-SIM and eSIM terms were not found on their sites this round.

Frequently asked questions

Does my Belgian or Dutch bundle work in Vanuatu?+

No. Vanuatu is outside the EU roaming zone: it is not an EU or EEA member state, nor Moldova or Ukraine, so the EU price caps do not apply there. Your bundle only works in Vanuatu at your own operator's out-of-bundle rate.

How many mobile networks does Vanuatu have?+

Three, not two. TRBR's own licensee register names Telecom Vanuatu Ltd (TVL, trading as Vodafone Vanuatu) and Digicel (Vanuatu) Ltd, both licensed in March 2008, plus a newer third operator: Wantok Network Ltd, trading as WanTok, reported launching mobile, broadband and money-transfer services in September 2021, with its mobile licence itself issued on 19 November 2024.

Is there 5G in Vanuatu?+

No, not yet. TRBR's own policy document, dated 5 November 2025, states plainly: 'To date no operator has deployed 5G in its network, although various plans to do so have been publicized in recent years.' Expect 2G, 3G or 4G depending on the operator and location.

Can I buy a Vanuatu eSIM online before I arrive?+

Not confirmed for any of the three operators. Vodafone Vanuatu's own eSIM page states it is 'obtainable at any Vodafone Shops' — framed as an in-store product, not a pre-arrival online purchase. Digicel Vanuatu's and WanTok's own tourist-SIM or eSIM terms were not found on their sites this round.

Does my phone support eSIM?+

Most recent smartphones (iPhone XS and newer, recent Samsung Galaxy and Google Pixel) support eSIM. Check your settings for an 'Add eSIM' option.

When should I activate my Vanuatu eSIM?+

Install the eSIM before departure over wifi, but only enable data roaming once you arrive in Vanuatu, so your plan starts at the right time.

How do I receive my eSIM?+

Right after payment you receive the QR code by email and in your Ariya Mobile account. Remember to check your spam folder.

Can I top up my plan?+

Yes, simply buy a new Vanuatu eSIM plan when your data or validity runs out.
